I believe that there should be a balance. The bride chooses what she wants but counting as well what the bridesmaids want, in order not to force and impose something that they do not like or something that they do not feel comfortable in. And so, both sides contribute to the payment.
But the clearly aim of a bride is to have a thematic wedding, and so, thematic dresses for the bridesmaids. She wants all of them to be dresses all alike and so she imposes what she wants. But from a bridesmaid point of view this means a dress to pay for and with no possibility to wear it some other time; such a waist. In such a case I totally agree that the bride has to pay for everything.

On the other side, stand the brides that are not so desperate about keeping the same eel of a wedding, with thematic dresses for the maids of honors. Probably the single desires are related to the length of the dresses and the color. And so, why should the bride pay for them as after all the bridesmaids have to buy something to wear for the wedding?
As a conclusion, the bridesmaid dresses responsibility is for the both sides and depending on what the bride wants and expects from her maids of honors. More pretensions coming from the bride means to pay entirely the dresses and a flexible decision would allow the bridesmaids to put their personal style at contribution along with their part of the payment.
